Core Duties:
- The TM must have experience relevant to the facilities, contractor provided equipment, in bulk fuel storage and distribution systems, the maintenance and upkeep of barge pier facility, mobile (aviation and ground) fuel servicing equipment, direct aviation fuel servicing equipment, quality surveillance of aviation and ground fuel products, aviation and ground fuel inventory, accounting, and administration. Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and the ability to read and understand basic drawings, blueprints, and system specifications. DLA Energy Policy P-32 provides training requirements and procedures for the TM. The TM must comply with DLA Energy Policy P-32 and complete all training requirements established therein. This training is funded by DLA Energy. TM must have extensive knowledge of Automated Fuel Handing Equipment (AFHE), (if system is installed), and be capable to collaborate scheduled movements of fuel.
Training:
- Must complete DLA Energy Policy P-32 training.
Supervisory Experience:
- The TM must have three years of experience in petroleum storage and distribution operations, airfield petroleum services, and fuel systems maintenance within three years immediately prior to the contract start date or the individual’s hiring date. That experience must have been specialized supervisory training with emphasis in equipment inspection, operation, maintenance, inventory management, and environmental compliance. CNIC appoints shore Navy On-Scene Coordinator (NOSC) and provides policy guidance for planning, coordination, and reporting incidents on shore and offshore within 12 nautical miles of land. The contractor must not be assigned any NOSC duties, at any Naval Installation. In addition, the TM’s will complete required underground and above ground storage tank Operator Training and Spill Response Training.
Availability:
- Must be locally available 24/7.
General Requirements:
- Background Check: Required for CAC holders.
- Training & Re-Certification: Annual certification and supervisor validation required.
- License & Certifications: Required fir specialized equipment; training certificates may substitute if no commercial equivalent exists.
- Language & Numeracy: Must be literate in English and capable of basic math operations.
